LOS SANTOS — Special agents of the Federal Investigation Bureau, working with the San Andreas Highway Patrol and port police, arrested two people on September 29, 2026, on charges related to a scheme that exported stolen vehicles overseas through the Port of Los Santos.

According to the indictment, the defendants and others stole luxury vehicles from residential neighborhoods in Rockford Hills, Vinewood, and Richman, replaced their vehicle identification numbers, and loaded them into shipping containers declared as household goods or used machinery. Investigators have identified more than 140 vehicles shipped since 2024, with an estimated value of over $11 million.

A third defendant, Rosalind Kincaid, 36, is charged in the same indictment and remains a fugitive. Kincaid is also suspected in two armed carjackings. She should be considered armed and dangerous.

“Every one of these cars belonged to someone, and many were taken at gunpoint or from driveways while families slept,” said the Special Agent in Charge of the Los Santos Field Office. “We will keep working with our port and highway partners until everyone involved is held to account.”

An indictment is merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
